.Net: Bump AWSSDK.BedrockRuntime and AWSSDK.Core in /dotnet (#9994)

Bumps [AWSSDK.BedrockRuntime](https://github.com/aws/aws-sdk-net) and
[AWSSDK.Core](https://github.com/aws/aws-sdk-net). These dependencies
needed to be updated together.
Updates `AWSSDK.BedrockRuntime` from 3.7.408.1 to 3.7.411.5
