First RC of consensys/tuweni

• reduce modules to only those used by https://github.com/Consensys/teku and https://github.com/hyperledger/besu
• upgrade to gradle 8
• upgrade to java 21
  You'll now need minimum Java 21 to build and run Tuweni.
