Pull requests

Can someone tell me how to do a pull request please? I thought I'd need the following:

1. pull repo
2. create new local branch
3. make a change
4. commit and push branch to remote
5. Do the pull request to master

I'm failing on step 4. Seems that I don't have rights to push new branch to remote. Do I have to ask someone to give me write access to repo or something?

Is there a better or more correct way to submit a small change to fix up a bug?
