ssl插件有bug，ngx.shared.ssl_cert_pkey 数据同步问题。表显为dashboard修改后不能立即生效，需要重启才生效。还有一个问题 不能一上来就ssl.clear_certs()，会导致 如果配置了ssl_certificate_by_lua_file那么ssl_certificate ， ssl_certificate_key 两行没有作用，但是不写会报错。当ssl_certificate_by_lua_file5不做任何配置，也不会用上面两行作为默认值
