trouble with bundle install

when i try the install this blocks it

In Gemfile:
otr-activerecord was resolved to 2.5.0, which depends on
activerecord was resolved to 7.2.2.1, which depends on
activemodel was resolved to 7.2.2.1, which depends on
activesupport was resolved to 7.2.2.1, which depends on
base64
