Is your feature request related to a problem? Please describe.
Currently the recipe diagnostics page relies on the user providing an already-indexed recipeId as input to retrieve relevant recipe diagnostic information.

Sometimes it'd be useful to query an arbitrary URL, in order to ask 'is this recipe in the search engine?' and/or 'why is it not appearing at the moment?'.

Describe the solution you'd like
Provide a query-by-URL recipe diagnostics endpoint.
