we currently assume exactly one of the components in the repo is designated as a "devtools component" and we use it to determine which component to install during ci and where to run certain commands; but the definition gets blurry in non-monorepos with single components and in repos that have more than one component that could be considered the devtools component.
i'd like to completely remove this concept and find better ways for people to define what should run and where. i don't think we need a special "kind" of component and instead we can help people run any command in any component and treat everything as a first-class citizen.
