This example would lead to an error:

[dotfiles]
    repository = $HOME/dev/src/dotfiles
ignore = [
    '.git',
    '.gitignore',
    '*.swp',
        'README.md']

Error: Could not find dotfiles repository "/home/xyz/$HOME/dev/src/dotfiles"

~ can be used instead of $HOME. So e.g:

[dotfiles]
    repository = ~/dev/src/dotfiles

in your case.
