I had a brief look at https://discourse.llvm.org/t/llvm-19-1-6-released/83723 and at https://discourse.llvm.org/t/llvm-19-1-5-released/83455 and did not see anything crucial (although I have to admit that I might have missed something because they don't provide highlights).

While this doesn't strictly need git-for-windows/git-for-windows-automation#104, I'd like to open this PR with that merged.

While there are some fixes like llvm/llvm-project@19026a4 that could be interesting, I think updating clang can wait until we're out of the RC phase for 2.48.0. Then again, 19.1.7 is scheduled for a few days after Git 2.48.0, so we might jump straight to 19.1.7.

@rimrul there's still an -rc2 that we could ask Windows/ARM64 to test, so I'd be in favor of updating to 19.1.6 soon-ish.
