[Feature] Document platform timezone differences

Describe the Feature

This has been brought up in the past (#49), but we've recently concluded that it is impossible at both the package and Fivetran connector levels to standardize timezones across all the Ad platforms. Some are in UTC, many are in the timezone that the Ad account is set to in the UI, and one might just be in PT.

So let's document the timezone that each platform is reporting in for context.

How would you implement this feature?

Create an entry in the DECISIONLOG about timezones.

We are currently getting confirmation from eng about which platform uses which timezone
