Improve engineering practicies around Terraform integration

The project is using a great amount of automation that provides consistency to our GitHub organization. However, as we grow, we need to know when a change is going to impact others so that we can communicate things ahead of time.

One way to do this is to create a test organization where we test the changes we want to make ahead of time.

We should also do a better job of documenting how things work and the integration architecture. Effectively, we should start preparing for someone new to start contributing or for someone else to take over maintenance of the project.

@tim-schilling is there anything that we can start doing for this now, or do you want to wait until our next admin meeting to talk through what needs to be done? I’m happy to start work on setting up the test org, but I don’t want to move ahead if there are other things that need to be done / discussed

I'm not aware of any blockers to this. If you have time to start on this that's great.
