Create new file and deleting files delayed

When creating a new file in the workspace there is a noticeable delay before the new file is finally available the editor view or explorer view.

Conversely, deleting a file also incurs a notable delay before being removed from the explorer view.

I can't reproduce this locally. Are you running this through remote-ssh or is it a local file?
