Add Gateway as a valid SKU for Azure Load Balancer

The new Gateway SKU for Azure Load Balancer, which is generally available and designed for scenarios requiring transparent network virtual appliance (NVA) insertion, is not currently documented on APRL. This omission is causing errors when running tflint on Terraform files. Specifically, the error message indicates that only the Standard SKU is a valid option.
