Improve azd monitor error message when app insights not configured/provisioned

Use CodeToCloud or ask @azure to help suggest a host for deploying your app. Make sure Azure Monitor is not provisioned.

Run azd monitor

Actual error message:
ERROR: discovering resource groups from deployment: resource not found: 0 resource groups with tag 'azd-env-name' with value: 'tfsd1222b'

Not wrong but better if we say it's because Azure Monitor is not configured/provisioned. Even better to say to add Azure Monitor run azd add monitor (when we have that added to compose.)
