This would be the Terraform equivalent of the bicep proposal in #1731

There already is a redis_cache module, but this is in a different resource provider, as also noted by the bicep proposal, thus I think it is appropriate to have this as a separate AVM resource module.

I have an AVM aligned version that passes tfplan & lints here;

@jchancellor-ms I see you are the owner of the redis_cache AVM - would you be interested in being owner of this too? I'm happy to be co-owner and have a start made as noted above.

This is assuming there is general agreement with the thinking from the Bicep module that the enterprise version should be a separate resource.
